What Windsor is

Windsor was platted in 1882 and incorporated April 2, 1890, and it sits at 4,797 feet between Fort Collins and Greeley, straddling the Larimer and Weld county line across 26.26 square miles. Windsor also carries the memory of May 22, 2008, when an EF3 tornado with 165 mph winds crossed the town at 11:50 in the morning, killing one person, seriously injuring 78, and generating about 24,000 auto and homeowner claims worth $193.5 million. A lot of roofs, siding, and fireplace vent terminations in the older neighborhoods were rebuilt in the years after.

• The old town grid. Streets platted in 1882 around Main Street, with housing from the early 1900s through the 1970s. At 4,797 feet Windsor is the lowest town in our footprint, but the National Fuel Gas Code’s derate of about 4 percent per 1,000 feet above 2,000 feet still applies, and manufacturers’ natural-gas high-altitude kits typically start above 4,500 feet. Builders installing dozens of units in a phase do not always fit the kit. Soot on the glass a week after cleaning is the tell.

Gas utility, permits, and licensing

Windsor’s county-line position matters for the gas bill. Larimer County’s utility-provider list names Xcel Energy for natural gas, and Greeley to the east is Atmos Energy territory; which one bills you depends on the address, and it prints on the statement. The parts are the same either way; only propane changes orifices and pressure, and Windsor addresses on tank propane are rare compared with Wellington or Estes Park.

Permits go to the Town of Windsor’s Community Development department at 301 Walnut Street for any address inside town limits, on either side of the county line. Unincorporated addresses go to Larimer County (Miscellaneous Permit for fireplaces, gas log inserts, and gas lines and gas appliances) or Weld County. Gas piping is regulated statewide by the State Plumbing Board, whose rules require a permit and inspections for all fuel gas piping work. A new insert is permitted; a thermopile is not.
